Document Description
The proposed project involves amendments to the FY 2014-2018 Capital Improvement Program (CIP) and reallocation of funds from the CIP to North Embarcadero Visionary Plan (NNEVP), Chula Vista Bayfront Pre-Design/Design, and Cruise Ship Terminal Shore Power projects.
The proposed project will transfer funds from the CIP contingency to the existing NEVP - CIP project, increasing its budget by $1.1 million for the future construction of extension to the Setback Park/Plaza is included in the planning and scope of the NEVP project. The District is responsible for setting aside the funding to complete the Setback Park/Plaza according to the Memorandum of Understanding between the District, the San Diego Navy Broadway Complex Coalition, and LFN Developers, LLC (Clerk's Doc. # 57019). Once the land is acquired from the Navy, District will proceed with the construction of the Setback Park/Plaza.
The proposed project also involves review and approval of the design and cost estimate to retain the overwater platform where the former Bay Cafe was located, and will transfer funds from the CIP Contingency to the existing NEVP - CIP project, increasing its budget by $600,000 for the construction of the overwater platform. On Oct. 14, 2014, the Board approved extending the NEVP Phase 1 Improvements to include retaining the former Bay Cafe location as an overwater platform and to have District staff prepare a design and cost estimate for the public viewing platform. District staff has completed a preliminary design and cost estimate that does not exceed $600,000.
The proposed project will transfer funds from the CIP contingency to the existing Chula Vista Bayfront Pre-Design/Design project, increasing its budget by $740,000 for the continued infrastructure planning and design activities supporting the Chula Vista Bayfront Redevelopment Project. The District is using the $740,000 for infrastructure planning and design for public parks and public right of way improvements necessary for the creation of leasable parcels and coordination with Pacifica and RIDA Development Corporation.
Finally, the project will approve the Cruise Ship Terminal Shore Power project as a new CIP project, and will transfer funds from the CIP contingency to the Cruise Ship Terminal Shore Power project as an initial budget of $250,000. The CA Air Resources Board (CARB) requires a 70% and 80% reduction in at-berth emissions by the year 2017 and 2020, respectively, for passenger vessels. District staff will begin the engineering and design for upgrading the utility services at the Cruise Ship Terminal to meet the 2017 and 2020 CARB requirements.
