Document Description
DTSC, pursuant to authority granted under Chapter 6.8, Division 20, sections 25323.1 and 25356.1 pursuant to the Health and Safety Code approved a Remedial Action Plan for the Former Service Chemical Facility/Site Property in Santa Ana, Ca, hereinafter "the Site, Site Area or Property", as submitted by Geosyntec Consultants, Inc., on behalf of Soco West, Inc. in compliance with the Corrective Action Order issued by DTSC and dated 1 April 2014. The purpose of the project is to remediate soil and groundwater contaiminated with Volatile Organic Compounds which include Tetrachloroethene, Trichloroethene, cis-1,2-dichlorethene, vinyl chloride, 1,1-dichloroethene, and 1,1,1-trichloroethane, as well as the semi-volatile compound 1,4-dioxane that exceeds the project specific commercial/industrial cleanup levels in order to minimize human exposure to the identified chemicals of potential concern.
The RAP proposes the demolition and removal of an existing abandoned building currently located on the site and the installation of subsurface remedial features including slurry walls, permeable reactive barriers, enhanced in site bioremediation and monitoring wells. The proposed remedy is expected to move approximately 2,740 cy total of aggregate and soil for excavation, off-site disposal and backfill activities. Following these activities, the site would be capped with asphalt, with no permanent above ground structures or facilities being installed as a part of the project, and no ongoing project activities with the exception of periodic sampling of groundwater monitoring wells.
