The project consists of a proposed excavation/enhanced monitored natural recovery (EMNR) remedial action for a 30-inch storm water conveyance system (SWCS) outfall. The SWCS discharges to the Laurel-Hawthorn Street Embayment east of the former TDY facility located 2701 North Harbor Drive, in San Diego, CA. The project will combine a cleanup action involving the direct removal of sediment with an abatement action involving the placement of an enhanced monitored natural recovery (EMNR) sand layer with activated carbon within an area adjacent to the SWCS outfall in San Diego Bay.
