Department of Fish and Wildlife is proposing to execute a Lake and Streambed Alteration Agreement number 1600-2014-0166-R5. The Applicant proposes to excavate within an ephemeral drainage composed of buckwheat/black sage scrub, 20 feet long, 8 feet wide, 10 feet deep, upstream of an existing culvert crossing in order to perform an initial inspection on a crude oil pipeline and determine the extent of repair required to fix an anomaly recently discovered. Vegetation removal for access and shall extend no more than 10 feet from the construction footprint. The staging area will take place on the road as well as a disturbed area of buckwheat/black sage scrub and non-native grass approximately 40 feet by 30 feet and adjacent to the anomaly. All disturbed area will be revegetated with native species.
Operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
