Document Description
The physical environmental conditions described as the baseline for the 2015 certified Environmental Impact Report (Clearinghouse No. 2015012021, EIR) have- not significantly changed. The State Water Board proposes to amend the General Waste Discharge Requirements for Composting Operations (Order WQ 2015-0121-DWQ, General Order) to allow manure to be used as a feedstock at Tier 1 facilities where a groundwater protection monitoring plan is implemented. The proposed amendment to Tier 1 will only affect Tier 1 facilities that accept manure as a feedstock. The State Water Board also proposes to revise the General Order agricultural composting exemption as a conditional exemption. The revised exemption will include conditions and best management practices for the protection of water quality. The full text of the proposed amended General Order is contained in Appendix A of the Supplemental Environmental Impact Report (Supplemental EIR).
