Caltrans, in cooperation with the Santa Clara Valley Transportation Authority, proposes to convert the existing high-occupancy vehicle lanes to high occupancy toll or express lanes, and widen the freeway to add a second express lane for the majority of the corridor. Use of the HOV Lanes is currently restricted to vehicles with two or more occupants, motorcycles, and certain alternative fuel vehicles.
