Document Description
PAR 1420.1 would further protect public health by reducing lead emissions produced by large lead-acid battery recycling facilities. PAR 1420.1 would accomplish this by lowering the total facility lead point source limit to 0.003 pounds per hour, clarify that the rule applies during closure, and include new provision to ensure lead and arsenic emissions are appropriately controlled during closure and clean-up activities, and thereafter. The environmental analysis in the Draft SEA concluded that PAR 1420.1 would not generate any significant adverse environmental impacts. PAR 1420.1 would affect two facilities that are on lists of California Department of Toxic Substances Control Hazardous Waste facilities per Government Code S65962.5.
