The SCAQMD is developing a Protocol to establish procedures for evaluating, approving and monitoring future electric vehicle charging station projects submitted under the Rule 2202 Air Quality Investment Program solicitation or pursuant to Rule 2202(f)(6) as amended in June 2014 by the SCAQMD Governing Board. The goal of the Protocol is to provide incentives for the deployment of workplace electric vehicle charging stations through the generation of Rule 2202 credits. Electric vehicle charging station projects may generate Rule 2202 credits at any location within the jurisdiction of the SCAQMD where charging stations can be installed for use by the general public or private parking lots and structures accessible only to employees. This includes any worksite where the employer is subject to Rule 2202, provided that the vehicles accessing the charging stations are not used by that employer to comply with Rule 2202's Average Vehicle Ridership target. To evaluate any potential environmental impacts from the installation and operation of future electric vehicle charging station projects, an environmental analysis was conducted using a known proposed project to expand and upgrade electric vehicle charging infrastructure as an example for a "worst case" impact scenario. The environmental analysis in the Draft EA concluded that this proposed project would not generate any significant adverse environmental impacts.
