Document Description
Eastern Municipal Water District currently owns and operates the Temecula Valley recycled Water Pipeline (TVRWP). The TVRWP conveys recycled water from the District's Temecula Valley regional Water Reclamation Facility and Rancho CA Water District's (RCWD) Santa Rosa Water Reclamation Facility to EMWD's Reach 4 Recycled Water Pipeline. The Reach 4 Recycled Water Pipeline conveys recycled water to EMWD's storage facility t the Sun City Regional Water Reclamation Facility (SCRWRF) or to Lake Elsinore as make up water, and to Temescal Wash for discharge. Additionally, the TVRWRF is currently being expanded from 18-million gallons per day to 23 MGD capacity. On April 1, 2015, the EMWD Board approved and authorized the CEQA certification of the Temecula Valley Recycled Water Pipelines Project - Final IS/MND. The project consists of constructing an additional recycled water pipeline, which would parallel a 36-inch diameter segment of the existing TVRWP. The project would provide adequate capacity to convey increased flows from WMED's TVRWF at the same hydraulic capacity as at the present. Additionally, to accommodate increased flows in the Reach 4 Recycled Water Pipeline. Currently, EMWD proposes additional changes to the project that consist of a revision to the alignment to the pipeline exiting the TVRWRF, the addition of a third option for crossing Murrieta Creek, and a new connection from the existing discharge header to the existing brine line flushing pipe at the Reach 4 Pressurization Recycled Water Booster Pump Station. None of these changes were foreseen at the time the Jan. 2015 IS/MND was prepared. The previously adopted IS/MND adequately discussed the potential impacts of the project and the minor changes above required the preparation of an addendum.
