The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement number 1600-2015-0030-R2, pursuant to section 1602 of the Fish and Game Code to the project Applicant, Stockton East Water District.
The project is limited to the installation of a removable, self-cleaning water pump in the Calaveras River for the diversion of 1,200 gallons per minute (gpm) between April 15th and October 15th yearly. The property owner will purchase the water from the Stockton East Water District. The pump will remain in the channel unless high flows are likely to cause damage to the pump. This is most likely during a 10-year flood event. The pump will be screened according to National Marine Fisheries Service - Southwest Region criteria. Construction will require removal of approximately 55 square yards of ruderal grasses and the excavation of approximately 3-cubic yards of soil from the bank and armoring it with locally purchased rock-rip rap. The excavated soil will be placed in the spaces of the rock rip-rap and seeded with a native seed mix. A 4-foot by 4-foot concrete slab will be constructed on the access road to mount the pump during the irrigation season and a 12-inch diameter PVC pipe will be laid underground from the access road to the existing irrigation line. Work will be conducted when river flows are at their lowest. A protective barrier will be built between the work area and the remaining river flow using straw bales and filter fabric. The protective barrier will be installed to ensure that no aquatic life is stranded within the work area and will be removed at the completion of in-water work. Minor vegetation (ruderal grasses) clearing may be needed to maintain access to the pump. Approximately 1- cubic yard of siltation removal may occur once every three years. The removed silt material will be deposit at least 150-feet from and where it cannot re-enter the stream.
