Document Description
The Regional Water Quality Control Board, Central Coast Region (Water Board) adopted Resolution R3-2014-0009 on January 30, 2014, amending the Water Quality Control Plan for the Central Coastal Basin (Basin Plan). The State Water Resources Control Board approved the amendment to the Basin Plan under Resolution No. 2014-0033 on July 30, 2014. The Basin Plan Amendment establishes total maximum daily loads (TMDLs) for toxicity and pesticides in the Santa Maria River watershed to address water quality impairments from these pollutants. Impairments are based on Basin Plan narrative objectives for toxicity and pesticides. The Basin Plan Amendment establishes numeric TMDLs and targets for specific pesticides and aquatic toxicity in water sediment. Three classes of pesticides are addressed including: organochlorine, organophosphate, and pyrethroid pesticides. The Basin Plan amendment includes TMDL allocations for point and non-point sources, implementation plans, and timelines for achieving targets. The primary sources in the watershed are irrigated agricultural row crops (cool season vegetables and strawberries) and urban land uses. Impairments are addressed through the Water Board's irrigated lands and stormwater programs, along with California Department of Pesticide Regulations and USEPA pesticide use restrictions. The Water Board will track progress towards achieving the TMDLs through review of implementation actions and monitoring conducted by the implementing parties. Water Board staff will conduct triennial reviews of implementation actions and monitoring results.
