Governor's proclamation of April 25, 2014, continuing drought emergency and suspending CEQA for state actions for temporary water transfers. Plumas County proclamation of local emergency due to drought initially adopted August 19, 2014, as subsequently extended. This is an ongoing activity involving SWP water (CCR 15261) and only existing facilities are used to transfer a small amount of water of existing users.
