Document Description
CDWR operates the State Water Project, which has as one of its primary purposes, the conservation and distribution of water throughout the State for the benefit of CA's Citizens. These agreements govern continued interconnection of SWP facilities in the PG&E service area to the CAISO-Controlled transmission grid.

Reasons for Exemption
Statutory Exemption. 15261 CDWR and PG&E have been operating on an interconnected basis since the 1960s, most recently under a Comprehensive Agreement set to terminate on Dec. 31, 2014. Upon termination of the Comprehensive Agreement and subject to FERC approval, these interconnection agreements maintain electrical interconnection and transmission for power facilities of the SWP with negligible or no expansion of existing use.
