- CDFW has executed lake and streambed alteration agreement no. 1600-2014-0286-R2, pursuant to section 1602 of the fish and game code to the project applicant, Standard Pacific Homes. The project is limited to the development of 49 single family residential lots with an average gross density of 2.26 units per acre along with approximately 4 acres that will be designated as Open Space and Landscape lots, and approximately 1 are designated for future right of way for widening of White Rock Road. On site infrastructure associated with the project will include water, sewer, storm drain improvements, and the construction of internal access roads, with two access points to White Rock Road. A right in and right out only onto White Rock Road will also be constructed at the north end of the development. The 2 storm drain outfalls which will lead to the unnamed tributary of Carson Creek will be outside of the Department's jursidiction but may indirectly impact the creek by increasing runoff into the creek and potentially causing erosion of the creek's banks. A rock lined ditch will be constructed along the northern perimeter of the project site and empty into the unnamed tributary to Carson Creek. The depressional seasonal wetland adjacent to the unnamed tributary of Carson Creek will be graded and partially lined with rip rap where a storm drain outfall is located. The area designated as Open Space and landscape lots will be partially graded during construction activities. Any disturbed area will be hydro-seeded. The depressional seasonal wetland located in this area designated as Open Space and Landscape Lots will be permanently impacted.
