The project is an update of the Housing Element of the Piedmont General Plan, the state-mandated document that guides housing policies in the City. The previous Housing Element was adopted in April 2011, and must be updated to reflect new data about the city's regional housing needs. This project will supersede the 2011 Element. The policy foundation for the Element is substantially the same, but new programs have been added for respond to state mandates, changing market conditions, and updated data.
