Document Description
The 2015-2023 Housing Element Update has been prepared to meet state law requiring cities and counties to periodically update the housing element of their general plan. In particular the update addresses the following areas: population and housing characteristics; accomplishments since the last housing element update; examination of goals, policies, and programs; updated inventory of residential lands; and analysis of availability of services and infrastructure. In addition, the project includes proposed amendments to the Implementing Zoning Ordinance and SmartCode to include the creation of a Residential Density Bonus Ordinance, zoning for emergency shelters, and zoning for transitional and supportive housing.
