Document Description
CDFW has executed Lake and Streambed Alteration Agreement No. 1600-2016-0236-R6, pursuant to section 1602 of the Fish and Game Code to the project Applicant, Lockheed Martin Corporation. Project is limited to the implementation of a Remedial Action Plan (RAP) to remediate previous releases at the project site of perchlorate, volatile organic compounds, 1,4-dioxane, hexahydro- 1,3,5-nitro-1.3.5-triazine (RDX), and metals. Releases occurred at the location as part of former operations of Lockheed Martin Corporation and other companies associated with the development and testing of rockets and rocket components. The development and implementation of the RAP is a requirement of the Consent Order issued to the Lockheed Martin Corporation by the CA Dept. of Health Services (now the DTSC) in June 1989. The RAP will include soil excavation, treatment, and backfilling at one location (Southern Test Bay Canyon), soil excavation and off-site disposal at a second location (Waste Discharge Area) , and the establishment of a biological treatment system (Bio-barrier) at a third location (Southern Property Boundary) to prevent off-site migration of contaminants through the groundwater. Activities in the Waste Discharge Area will also include the implementation of a groundwater treatability study. Four unimproved low water crossings and one improved low water crossing will be utilized during project operations for equipment and vehicular access. Project activities will result in a total of 2.1.04 acres of temporary impacts to streambed.
