Document Description
DTSC, pursuant to Chapter 6.8, Division 20, section 25323.1 and 25356.1 is considering approving a Removal Action Plan at the former Keysor-Century Corporation property (now Saugus Industrial Center), located at Santa Clarita, CA, hereinafter "the Site or Site Area" as submitted on March 28, 2014 by The Source Group, Inc. The purpose of the project is to remediate soil and groundwater impacted with Volatile Organic Compounds (VOCs) which include Tetrachloroethylene (PCE) and Trichloroethylene (TCE), 1,2-dichloroethane (1,2-DCA), toluene, vinyl chloride, and chloroform that exceeds the project-specific commercial/industrial cleanup levels in order to minimize human exposure and protect the environment. The cleanup is expected to take approximately six years to complete. The RAP proposes to operate a Soil Vapor Extraction system to remove VOCs from impacted soils and apply in-situ biological treatment to remediate groundwater followed by monitored natural attenuation. Upon completion of the RAP, a Land Use Covenant (LUC)/deed restrictions will be implemented to limit Site to industrial/commercial uses and prohibit future Site use for residential, hospital, hospice, school, or daycare center use of the property, and provide a management plan for any future maintenance work in the soils.
