The 2015-2023 Housing Element is a program-level document that applies to the unincorporated county areas that are suitable for residential development. County of Santa Barbara (County) proposes the 2015-2023 Housing Element Amendment to update the County's 2009-2014 Housing Element to meet the existing and projected housing needs for all income levels of persons and households living in unincorporated areas of Santa Barbara County throughout the eight-year planning period. The Housing Element establishes goals, policies, and programs that provide general housing and land-use strategies to address these housing needs and facilitate new housing opportunities consistent with state housing law.
