This project consists of the operation, repair, and maintenance, or minor alteration of existing facilities, involving no expansion of existing uses; replacement and reconsruction of existing facilities on the same site having substantially the same purpose and capacity; and minor public altertions in the conditions of land that do not involve removal of healthy, mature, scenic trees; included as "utility repairs or minor upgrades" and above ground water tanks" in the Department of Parks and Recreation's list of exempt activities, in accordance with CCR section 15300.4.
