Document Description
The project is limited to an adaptive management action to repair a large headcut that developed along an ephemeral drainage that conveys water to the wetland restoration pond at the Souza 2 property, a wetland restoration site under the East Contra Coast Habitat Conservation Plan/Natural Community Conservation Plan (ECCC HCP/NCCP). The project will require installation of a vegetated swale using approximately 205 cubic yards to fill, turf reinforced mats, and native vegetation and installation of a grade drop structure approximately with an 8 inch drop, after the drop the channel will be graded to match the existing streambed aspect. The grade drop structure will be lined with rock slope protection fabric and keyed, angular rip-rap. The entire structure including bio-swale and drop structure is approximately 6 linear feet or 0.0002 acres. Insurance of a Streambed Alteration Agreement Number 1600-2014-0268-R3 is pursuant to Fish and Game Code Section 1602.

This project is exempt from CEQA because it consists of the repair of an existing ephemeral drainage where the new structure will be located on the same site as the structure being replaced and will have substantially the same purpose and capacity as the structure being replaced which it to properly convey water downstream to the wetland restoration.
