The Project is the preparation and adoption of a Specific Plan for Richmond's South Shoreline area (Plan Area). The Specific Plan will establish planning policies, land use controls, development standards, and urban design guidelines that will guide the Plan Area's transformation into a sustainable waterfront community anchored by the planned Berkeley Global Campus at Richmond Bay (formally referred to as the UC Berkeley at Richmond Bay Campus). Under the Specific Plan, the Plan Area would be developed into several compact, walkable neighborhoods characterized by mixed-use commercial and medium-density residential development near public transit, jobs, schools, shopping, parks, recreation, and other amenities, consistent with the goals and policies in Richmond's General Plan 2030.
