Widen, reconstruct, & upgrade Kentucky Ave (West St to East St). West St to College St: include 2 lanes, a 2 way left turn lane, bike lanes, & improved sidewalk. College St to East St, include a divided 4-lane configuration w/bike lanes, sidewalks & landscape planters. Improve College St (Kentucky Ave to Topaz Way) w/added wide walks, replaced/relocated curb & gutter, pavement rehab, & striping. The project requires land acquisition to increase the right of way along Kentucky Ave for the proposed improvements. Improvements also include reconstruction of pavement within project limits, new curbed medians, a new traffic signal at College St, a reconfigured traffic signal at East St, a complete upgrade to City street lighting, 2 widened railroad crossings w/upgraded warning signals, bus turnouts, landscaping, & master-planned upgrades to City storm drainage.
