- Note: Response to Comments. The project proponent is requesting: a) Three General Plan Amendment to the Circulation Element of the Kern County General Plan to eliminate road reservations along section and mid-section lines in Sections 30, 31, and 32 T9N/R15W SBB&M and Sections 26, 35, and 36 T9N/R16W SBB&M, in zone maps 233, 234, and 234-26; b) two changes in zone classification from the existing zone districts of approximately 42 acres of E (2 1/2) RS in zone map 234; approximately 791 acres of E (2 1/2) RS MH in zone map 234; and approximately 158 acres of E (2 1/2) RS MH in zone map 234-26, to the A district; c) amend the boundaries of the Joshua Heights Specific Plan to remove the project area from the proposed specific plan boundary; d) two Kern County General Plan Amendment to designations from 4.3 (Specific Plan Required-Joshua Heights) to 8.5 totaling 1402 acres in zone map 234 and approximately 40 acres in zone map 234-26; e) Vacations of public access easements, and six conditional use permits, in zone maps 233, 234, and 234-26, to allow for construction and operation of a 200 megawatt solar facility within the A zone district, pursuant to Section 19.12.030.G of the Kern County Zoning Ordinance. The project would be supported by an overhead transmission corridor running from the proposed solar substation at Gaskell Road between 215th Street and 220th Street, to the Southern California Edison "Astoria" Switchyard offsite approximately 3 miles northeast of the project area.
