Document Description
On May 12, 2017 the South Coast Air Quality Management District, as the Lead Agency, certified the FEIR for the Tesoro Refining & Marketing Company, LLC Los Angeles Refinery Integration and Compliance (LARIC) Project as complete and in compliance with the CEQA. The project includes integration of the former BP West Coast Products LLC Carson Refinery with the Tesoro Los Angeles Refinery - Wilmington Operations to form the Tesoro Los Angeles Refinery (Refinery). The Refinery includes: 1) Wilmington Operations located at 2101 East Pacific Coast Hwy in the Wilmington District of the City of LA; and 2) the Carson Operations (former BP Carson Refinery) located at 2350 East 223rd St in the City of Carson. The Port must issue a joint revocable permit to Tesoro for the element of the Project described as "Interconnecting Pipelines", which would install a bundle of pipelines under the Alameda Corridor and Sepulveda Blvd. which is jointly owned by the City of Long Beach and the City of Los Angeles as part of the work that would connect pipelines between Tesoro's Wilmington and Carson operations.
