Master Joint Revocable Permit (MJRP) with the Port of Los Angeles and Tesoro Refining & Marketing Company LLC (Tesoro Refining) for the installation of 4 new facilities consisting of 80 feet of 18-inch steam pipeline in a 36-inch steel casing, 80 feet of 8-inch fuel gas pipeline in a 24-inch steel casing and two 69KV electrical overhead lines approximately 94 and 96 feet in length on jointly owned property including the Alameda Corridor, Long Beach Lead, and the former Union Pacific Railroad San Pedro Branch. The installation of the 4 new facilities is within the scope of the Environmental Impact Report (EIR) for the Tesoro Refining & Marketing Company, LLC Los Angeles Refinery Integration and Compliance (LARIC) Project certified by the Lead Agency, the South Coast Air Quality Management District on May 12, 2017. On August 24, 2017, the City of Long Beach Harbor Department, acting by and through its Board of Harbor Commissioners, in its role as a Responsible Agency for the LARIC Project, adopted Resolution HD-2895, adopting Findings, the Statement of Overriding Considerations, and the Mitigation Monitoring and Reporting Plan, pursuant to California Public Resources Code§ 21069 for purposes of the LARIC Project.
