Document Description
The Tesoro Refining and Marketing Company LLC proposed the original project, the Los Angeles Refinery Integration and Compliance Project (“LARIC Project”), which was previously analyzed in the Final Environmental Impact Report that was certified on May 12, 2017 (“May 2017 Final EIR”). In addition, two Addenda to the May 2017 EIR were previously certified for the LARIC project (e.g., October 2019 Addendum and the June 2021 Revised Addendum).
Tesoro has proposed the following additional revisions to the LARIC project (“October 2024 Project Revisions”) which have been analyzed in the October 2024 Addendum: 1) add gas oil as a commodity that can be stored in three of the six crude oil storage tanks at the Carson Crude Terminal; 2) retire Reservoir 502 at the Carson Operations, which is located north of the Carson Crude Terminal; and 3) further update the construction schedule. Tesoro’s proposal qualified for a minor Title V Permit revision pursuant to South Coast AQMD Regulation XXX – Title V Permits. The October 2024 Addendum was certified on October 11, 2024.
