Document Description
Since 1992, the California Department of Corrections and Rehabilitation (CDCR) has operated Lethal Electrified Fences (LEFs) at prison facilities to prevent inmate escapes, protect the safety of the public, and reduce operational costs. CDCR operates its LEFs pursuant to the Habitat Conservation Plan (HCP) that addresses the provisions of its incidental take permits with U.S. Fish and Wildlife Service and California Department of Fish and Wildlife. As part of the mitigation measures of the HCP, CDCR is installing Wildlife Mitigation Netting, to create a barrier that covers the bottom nine wires of the LEF to substantially reduce the opportunity for wildlife to come in contact with eletrical wires.
