Reasons for Exemption
General Exemption (Sec. 15061(b)(3)). The acquisition of the Property is recommended to be determined to be exempt from CEQA pursuant to CEQA Guideline section 15061(b)(3) because CEQA applies only to projects which have a potential for causing a significant effect on the environment. This action does not commit the University to a specific use for the Property, and there is no current specific planned development for the site. No change in the current use of the vacant Property will result from the acquisition and therefore, it can be seen with certainty that the acquisition itself will have no possibility to cause a significant effect on the environment. Feasibility and planning studies will be conducted to determine the suitability of the Property for a variety of uses to support UCM's mission, including administrative options. Any future proposed development or use of the Property would be subject to CEQA compliance.
