Document Description
The California Department of Toxic Substances Control (DTSC) is proposing to issue a variance that would allow the California Army National Guard (CAARNG) to dispose, in a solid waste landfill, hazardous waste that DTSC has classified as Special Waste. California Code of Regulations, title 22, section 66261.126(a) requires that DTSC issue a variance in conjunction with a Special Waste classification, to waive the requriements to Calfiornia Code of Regulations, title 22, division 4.5, chapter 20, section 66270.1 (b) and Health and Safety Code sections 25201, 25146 and 25246, which sections require facilities receiving hazardous waste to have a hazardous waste facility permit, provide financial assurance, and submit closure and post closure plans to DTSC. The waste addressed by this variance is lead-contaminated debris from the demolition of 88 World War II-era buildings at Camp Roberts.
