Document Description
The proposed 2014-2022 Housing Element addresses housing needs and opportunities for the 2014-2022 planning period, as required by State Planning Law. The purpose of the Housing Element Update is to identify and analyze existing and project housing needs, and to identify objectives, policies and programs which the Town intends to implement to address those needs. The Town of Hillsborough's housing allocation requires that the Town plan for 91 new units between 2014 and 2022. The new distribution includes 49 lower income, 21 moderate income and 21 higher income homes/sites. The proposed Housing Element is a policy level document. It provides policy direction for the implementation of various programs to accommodate the housing needs of projected population growth, and to encourage the production of housing units in a range of prices affordable to all income growth, and to encourage the production of housing units in a range of prices affordable to all income groups. While adoption of the Housing Element Update results in no direct physical impacts on the environment, the Town has prepared an initial study to analyze potential environmental impacts to traffic, air quality, public services, biological and cultural resources, and climate change.
