- Site Access Agreements at sites GRM and RIH (listed on Attachment 1) allows for implementation of the LMR System, which consists of installation of antennas on a new lattice tower and supporting radio equipment in a new shelter at these sites. The environmental impacts of project implementation at these sites were evaluated in an Environmental Impact Report (EIR) certified by the LA-RIGS JPA Board on March 29, 2016. There have been no changes to the project or lo the circumstances under which the project is undertaken since that approval that would require new analysis or mitigation under CEQA.
