- The surface and groudnwater supplies within the Pleasant Valley Basin are at serious risk due to the effects of the current drought on over drafting and seawater intrusion, and the project will provide an alternative source of water to reduce groundwater pumping. The project is consistent with the state of emergency proclaimed by the Governor on Jan. 17, 2014.
