Repair, maintenance and minor alteration of existing public facilities in involving no expansion of use beyond that existing at the time of the lead agency's determination, included as "utility upgrades" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR section 15300.4; the replacement of existing facilities where the new structure will be located on the same site and have the same purpose and capacity as the structure replaced; and minor public or private alteration in the condition of land, water, and /or vegetationn which do not involve removal of helathy, mature, scenic trees except for forestry or agricultural purposes.
