- The Bicycle, Pedestrian and Trails Master Plan (BPTMP, or Master Plan) is intended to guide and influence pedestrian, bicycle, and trail policies, programs, and development standards to make biking and walking in Elk Grove more safe, comfortable, convenient, and enjoyable for all community members. The ultimate goal of the BPTMP is to increase the number of persons who walk and bicycle for transportation to work, school, and errands, and for recreation. Elk Grove seeks to have exemplary bicycle, pedestrian, and trail facilities that porvide connecivity throughout the City and the wider Sacramento region in order to offer recreatioal opportunities and on alternative method for transportation for Elk Grove residents.
