The proposal allows the establishment of a towing and storage facility in a zone that prohibits the use. Section 15301, Existing Facilities, is applicable as the project site has been previously employed for auto service uses. The current proposal will not alter the project site, and all possible impacts are considered less than significant. The use complies with the purpose of the C-4 Zone. No environment impacts are expected as a result.
