- The City of Colusa General Plan Housing Element update identifies residential sites adequate to accommodate a variety of housing types for all levels and needs of special population groups; analyzes governmental constraints to housing maintenance, improvement, and development; addresses conservation and improvement of the condition of the existing affordable housing stock; and outlines policies to promote housing opportunities for all persons. The Housing Element is an integral component of the City of Colusa General Plan. The Housing Element addresses the existing and anticipated future housing needs for all Colusa residents. The Housing Element is a tool for use by citizens and public officials in understanding and meeting the housing needs in Colusa.
