Document Description
The proposed Project would allow the installation of a natural gas pipeline, which will transport natural gas to fuel existing equipment at the Middlewater Pump Station located in western Kern County, California. Construction activities would occur adjacent to an existing pipeline right-of-way (ROW) and existing dirt access road. The purpose of the proposed Project is to allow Phillips 66 (the Project proponent), to continue to operate its pipeline system, which transports crude oil from the oil fields in Kern County to its refinery in the San Francisco Bay Area. The proposed Project may potentially impact listed species and/or their habitat; therefore, a Section 2081 Incidental Take Permit (ITP) would be required prior to commencement of development activities.
