- Note: Extended Review The proposed project includes the installation of one, 4-inch natural gas pipeline, with a total length of approximately 3.5 miles, buried to a minimum depth of 42 inches below grade, which will transport natural gas to fuel existing equipment at the Middlewater Pump Station located within western Kern County, just west of Highway 33. The purpose of the proposed project is to allow Phillips 66 to tie-in to a new natural gas service pipeline and continue its operation of an existing pipeline system, which transports crude oil from the oil fields in Kern County to its refinery in the Bay Area. The project site will be located within an existing dirt access road and adjacent to an existing pipeline ROW.
