- Amend the lease to authorize the placement of gravel for dust emission control on a 0.5 acre area on the west side of Mainline, between DCAs T-21 and T-21-L3, rather than on a 0.47 acre property owned by John R. Connolly. The City was unable to reach an agreement with Mr. Connolly to purchase a non-exclusive easement to mitigate dust emissions from his property as part of the Owens Lake Dust Mitigation Program - Phase 9/10 Project. The State Lands Commission action is an amendment of a 20-year General Lease - Public Agency Use through June 14, 2019.
