Draft Removal Action Workplan for Liston Aluminum Brick Company

DTSC is considering approval of a Removal Action Workplan (RAW), for the former Liston Aluminum Brick Company (Liston) property at 3710 Temescal Canyon Road in Corona, California (hereinafter "the site") pursuant to Health & Safety Code, Division 20, Chapter 6.8 as submitted on March 20, 2014 by Ninyo & Moore on behalf of RCTC. The RAW, which is incorporated by reference, consists of removal activities to address elevated levels of Total Petroleum Hydrocarbons (TPHs), Polycyclic Aromatic alternatives and identified a preferred removal action based on a comparative analysis of alternatives. The preferred removal action alternative (Alternative 2) proposed for the site includes a combined remedy of soil excavation to address contaminated soil (source removal) in select areas of the site; a geophysical survey of areas inaccessible during previous site investigations; vault removal with associated sludge disposal; and the abandonment of three on-site groundwater monitoring wells. Approximately 1,520 cubic yards (CYs) of contaminated soil is planned for excavation, removal, and disposal. Backfilling activities are not anticipated because shallow excavations are proposed and construction activities including grading are planned by the RCTC. The project is anticipated to start fall 2014, and is planned for completion in approximately 3 months. The investigation and cleanup at the site is under a Voluntary Cleanup Agreement (VCA) between DTSC and the RCTC.
