Document Description
The proposed project is an agreement for litigation support and environmental services related to the Chula Vista Bayfront Project. Both the South Campus Site and South Bay Power Plant Site (Sites) located within the Chula Vista Bayfront project area contain contamination resulting from the previous operations at the Sites and are in process of being remediated by third parties. In addition to the South Bay Power Plant and South Campus Sites, other areas of the Chula Vista Bayfront are being redeveloped by the District, such as the Sweetwater parcel, which may require environmental analysis. As a result, the District requires the services of an expert environmental consultant firm in order to ensure that the District's contamination concerns at the Sites are properly addressed through the permitting process, and that the Sites are remediated to appropriate standards. Specifically, the District requires an expert environmental consultant to provide litigation support services to the Office of the Port Attorney, including the provision of peer-review services and oversight related to environmental, demolition, remediation, and redevelopment activities regarding contamination on the Sites. The agreement will allow for investigations and remedial approaches that include the preparation and third party review of 1) sampling and analysis plans, 2) health and safety plans, 3) quality assurance project plans, 4) phase I and Phase II environmental site assessments, 5) storm water pollution prevention plans, 6) human health and ecological risk assessments, 7) spill prevention, control, and counter measures, 8) compliance audits and documentation, 9)remedial investigations/feasibility studies, 10) remedial action plans, and 11) waste management and transportation plans.
