Document Description
DTSC has issued an Emergency Permit to NAS North Island located in San Diego, CA to treat hazardous waste by open detonation. The items to be treated are one (1) 40mm, eight (8) 20mm, two-hundred (200) 7.62 mm, six (6) 0.50 caliber projectiles, four (4) MK1 grenades, four (4) projectile fuses, and six (6) sub munitions. The items were discovered and recovered from an abandoned room at Naval Weapons Station, Seal Beach and are currently being stored at NAS North Island in an Explosive Ordnance and Disposal (EOD) safe holding area. The items will be transported to the NAF Bombing Range in El Centro, CA where they are tentatively scheduled on June 11, 2014 to be treated by open detonation. Both transport and open detonation will be done following military protocols. All of the items are old and severely corroded and NAS North Island EOD personnel have determined that the items are unstable and considered unsafe for continued storage. The NAF Bombing Range in El Centro has been chosen as the closest, safest, and most appropriate location for disposal. The Emergency Permit is effective June 11, 2014 through September 8, 2014. Treatment is scheduled to occur on June 11th or within that timeframe. The treatment activities will be conducted by military EOD personnel. The detonation will be performed at the NAF in El Centro on an active EOD training day. As NAS North Island does not have a permit for treatment of hazardous waste at this location, DTSC has determined that an emergency permit should be issued. The items are a potential safety hazard and present an unacceptable risk for continued storage. There is no alternative treatment available.

Reasons for Exemption
The proposed detonation will be performed in a manner that minimizes potential environmental effects or impacts by implementing the following controls: Treatment will be performed at the NAF El Centro on an active EOD training area. The range is a secure and secluded military facility designed for this use. Only trained EOD military personnel will be handling the material. Movement, preparation, and treatment of the items will be in accordance with established military procedures. NAF El Centro is a secured government installation and no unauthorized personnel are allowed on the Base property. During operations, the range facility is secured and any surrounding activities are monitored. The area shall be inspected after treatment to ensure that there is no release of hazardous waste from the area. Any untreated waste will be immediately retreated. The range is located in a remote area and the nearest residential community is eight miles away.
