No potential new impacts related to the Project have been identified that would necessitate further environmental review beyond the impacts and issues already disclosed and analyzed in the General Plan EIR, the 2014 Housing Element Update EIR, and the MND/MMRP adopted as part of the Waterman Park 75 project. No increase in development density beyond what was anticipated in the General Plan for the project site would occur. No other special circumstances exist that would create a reasonable possibility that the proposed Project will have a significant adverse effect on the environment.
