2015-2023 Housing Element Update

The proposed project is an update of the City's General Plan Housing Element for the 2015-2023 planning period. The housing element is required to identify and analyze existing and projected housing needs, and include statements of the city's goals, policies, quantified objectives, and scheduled programs for the preservation, improvement, and development of housing. ABAG has determined the City's Regional Housing Needs Allocation (RHNA) is 227 units (131 lower-income, 54 moderate-income, 42 above-moderate income). The City is considering three alternatives for meeting the lower-income requirement. There are no specific proposed housing projects or development applications for any of the sites. Depending on the alternative selected, implementation of the Housing Element Update may require General Plan land use designation changes as well as rezoning.
