The project is an amendment to the Arroyo Seco Public Lands Ordinance (Pasadena Municipal Code Chapter 3.32). Chapter 3.32 currently permits up to 12 displacement events without additional review required by the City Council, and 13 National Football League (NFL) events to occur at the Rose Bowl Stadium. The proposed project would increase the 12 displacement events by 9 (with an attendance cap of 75,000 for these additional events) in any year in which the NFL events do not occur, and expand the allowed uses at the Brookside Golf Course. The changes proposed at the golf course are consistent with ongoing historical use of the course during displacement events, and would allow the Rose Bowl Operating Company to potentially host, among other events, a three-day music festival in the Arroyo Seco. The project would provide the flexibility for the City to choose either the 9 new additional events, or the 13 NFL events to occur in any one year. The 9 additional events will not occur in the same year as the NFL events. There is no new construction or addition proposed to Stadium.
