The applicant is requesting: (a) An amendment to the Rosamond Specific Plan from Map Code(s) 5.3/2.5 (Residential - Maximum 10 Units/Net Acre - Flood Hazard) to Map Code(s) 6.2/2.5 (General Commercial - Flood Hazard); and, (b) A change in zone classification from R-1 FPS H (Low-density Residential - Floodplain Secondary Combining - Airport Approach Height Combining) to C-2 PD FPS H (General Commercial - Precise Development Combining - Floodplain Secondary Combining - Airport Approach Height Combining). The request is to facilitate future general retail commercial development of the project site. While, no development is currently being proposed, the project proponent has provided a conceptual site plan of how future commercial development may occur. As proposed, water supply and sewage disposal would be provided by the Rosamond Community Services District. Access to the site would be provided by Rosamond Boulevard and 40th Street West, both of which are designated as arterial alignments, by the Circulation Element of the Rosamond Specific Plan.
