Document Description
Elsinore Valley Municipal Water District (EVMWD) will transfer ownership of approximately 14 miles of pipelines to LLWD. The pipelines currently serve 32 customers who will continue to receive the same service from LLWD as a result of this transfer. The pipeline transfer will allow LLWD to deliver recycled water to its customers.

Reasons for Exemption
The transfer of the Temescal Water Company Agricultural Water System pipelines will not cause an increase in capacity or result in major changes to the pipelines, other than maintenance requirements. LLWD will provide the same services to the existing customers. Ownership transfer of the pipeline will result in new or different capacity or uses than is being conducted under the current condition. Therefore, the transfer of the pipeline assets from EVMWD to LLWD can be found to be exempt from CEQA.
