Section 15301 provides an exemption for permitting of existing facilities where no new uses is established and there is negligible or no expansion of existing uses. The firewood sale business is a form of outdoor storage. The project site was previously used as a contractor's storage yard. So, the site will continue to be used for outdoor storage. None of the exceptions listed under CEQA Guidelines Section 15300.2 exist.
