The Governor declared a statewide drought emergency Jan 17, 2014 per GC 8500 et seq. THCSD declared a drought emergency on Jan. 29, 2014. The project will provide a supplemental emergency water supply to serve health and safety needs in the community as a result of the declared drought emergency. The site is a portion of an already disturbed site in an urbanized environment.
